Portugal.
Your Path to a European Passport.

A route to EU citizenship on a residence permit whose stay requirement is light enough to actually meet — eligible to apply for naturalisation after seven years of legal residence if you hold the nationality of a Portuguese-speaking country, ten years otherwise. From €250,000 into cultural production, €500,000 into a qualifying fund.

Since 2007. Narrower Than It Was, and Still Open.

The 2023 reform closed the property and capital-transfer routes and left five: jobs, research, culture, funds and commercial ventures. What survived is the part that mattered most — a full EU residence permit for you and your family, renewable, and legal residence that counts towards naturalisation.

Three Things to Know First

You cannot buy property for this any more. In September 2023 the Portuguese Parliament voted to remove the real-estate and capital-transfer routes from the program. Portugal's Golden Visa is still widely assumed to be a way of buying an apartment, and it has not been one since. The five routes below are what remains.

Citizenship is no longer at five years. Portugal's 2025 nationality reform raised the qualifying period from five years of legal residence to seven for nationals of Portuguese-speaking countries and ten for everyone else. The Golden Visa still grants the residence; what changed is how long that residence has to run before naturalisation can be applied for. Any figure of five years you read elsewhere predates the reform.

There is a stay requirement — light, but real. Unlike Greece, which asks for nothing, Portugal expects a minimum physical presence in each period to keep the permit and to keep the residence counting towards naturalisation. That condition is precisely what makes the citizenship route reachable rather than theoretical. Ask us for the current day count before you plan around it; it is set by regulation and moves.

Five Routes. None of Them Property.

Jobs, research, culture, funds or a commercial venture. Invest in a low-density region and a fifth comes off the threshold — the toggle in Article II applies it.

Article I — Route of Qualification

Real estate and capital transfer were removed by the September 2023 reform. These five remain.

1.1 Business Investment A company creating at least ten jobs
10 jobs no published threshold
1.2 Research and Development Public or private research institutions inside the national scientific and technological system
EUR 500,000 research funding
1.3 Artistic Production or Cultural Heritage Artistic production, or recovery and maintenance of cultural heritage — film production included
EUR 250,000 the lowest threshold
1.4 Qualifying Investment Funds Five-year minimum maturity, at least 60% allocated to commercial companies based in Portugal
EUR 500,000 the common route today
1.5 Commercial Venture At least five permanent jobs created, or ten maintained for three years
EUR 500,000 job creation plus capital
Article II — Persons and Location
This estimate is prepared for 4 persons

The qualifying investment does not change with household size — only the fees do. The family definition here is unusually wide: parents, adult children still dependent, and siblings under guardianship all qualify.

Article III — Investment and Fees

Two totals, not one: the thresholds are set in euros and the fee schedule is published in US dollars. Adding them would mean inventing an exchange rate, so we do not.

Qualifying investment fund (minimum)EUR 500,000
Qualifying Investment EUR 500,000

The business-investment route asks for ten jobs rather than a sum, so no threshold is shown against it and the euro subtotal reads as a dash — the capital required depends on the business. On the low-density reduction the source disagrees with itself: the overview says it applies to the first three routes, the investment-options section says it applies to all of them. The toggle applies it to all, following the section actually dedicated to the thresholds, and this is worth confirming before you rely on it. Qualifying funds must have a maturity of at least five years and allocate at least 60% to commercial companies based in Portugal. Legal, notary and fund subscription costs are additional. Due diligence is charged for dependents aged 16 and over. The published fee schedule includes a passport fee, reproduced as published even though Portugal issues a residence permit rather than a passport under this program. Citizenship eligibility is set by Portugal's nationality law rather than by this program: the 2025 reform requires seven years of legal residence for nationals of Portuguese-speaking countries and ten years for everyone else, and naturalisation carries its own language and integration requirements. Figures are indicative, non-binding, and confirmed during due diligence.

Application Process

Five Steps to an EU Residence Permit

Select a step to see what happens — and note that the last one repeats for as long as you hold the permit.

Step 1 of 5 Handled by Bayat Group

Internal Due Diligence and Qualification Assessment

Bayat Group's compliance team conducts an internal due diligence check — a background security screening of the applicant, preparation of KYC (Know Your Client) documentation, and a qualification assessment against the program's requirements.

Study of the Application and Agreement Signing

Bayat Group analyses the application in detail. The client signs a retainer agreement, and our advisors then build a document checklist for that specific situation, compile the file, prepare the residency application and confirm it complies.

Application Submission

The Golden Visa application and its supporting documentation go to the relevant Portuguese authorities. Note that the published process puts submission here, ahead of the investment being finalised at step four.

Choosing the Investment and Opening a Portuguese Bank Account

The applicant selects their qualifying route and opens a Portuguese bank account, which is what makes the transfers and the later renewals practical to administer.

Residence Permit Issuance — and the Renewals After It

On approval, the applicant and their family receive residence permits allowing them to live and work in Portugal. The permit is renewed on its own cycle, and the physical-presence condition has to be met each period — the expiry date matters permanently, not once.
